SDCP LOCAL AREA EMPLOYMENT SERVICE ? CASEWORKER

FULL TIME - 2 POSITIONS

ABOUT SOUTH DUBLIN COUNTY PARTNERSHIP

South Dublin County Partnership works with people who experience
poverty and social exclusion. SDCP promotes social cohesion, active
citizenship and labour market participation with a focus on the most
disadvantaged neighbourhoods in the area.
We offer a range of integrated activities in Community Development,
Lifelong Learning, Enterprise and Employment, Family and Early
Childhood and Health and Wellbeing.

ABOUT LOCAL AREA EMPLOYMENT SERVICES

Local Area Employment Services is a new programme funded by the
Department of Social Protection that aim of which is to provide
support to those most distant from the labour market. The new service
is a core element of the Public Employment Service and supplements the
department's own Intreo employment service capacity. Following a
competitive tendering process South Dublin County Partnership was
awarded a contract to deliver LAES in LOT Area **Apply on the

East Wicklow/West Kildare.

_CASEWORKER_

REPORTING TO LAES Service Delivery Manager

PURPOSE OF ROLE To enable SDCP to meet contractual targets and KPIs
with the funder as aligned with contractual payment schedules, the
Case Worker will have responsibility for providing case management
services to an agreed case load of Local Area Employment Services
clients from the point of initial engagement and assessment through to
exit from the programme. They will be required to match each client
with a range of core and/or targeted LAES supports and work
collaboratively with the Employment Advisor and Job Coach team across
the service.

CONDITIONS OF WORK The LAES Caseworker will be required to work

Probationary period of six months will apply and may be extended at
the discretion of management. This is 3 years fixed- term contract.

MAIN PURPOSE OF THE ROLE

To provide 1 to 1 support to the long-term unemployed and those
furthest from the labour market to help them in their progression from
unemployment to employment, acting as the main liaison within LAES for
clients referred into the service.
The post holder will be required to deliver the LAES service across
multiple hub and outreach locations across the LOT area and be
responsible for the daily opening and closing of LAES premises as
required.

CASELOAD MANAGEMENT

* Work within an agreed case management framework which will include
client needs assessment, case planning, implementation of individual
case management plans, tracking, monitoring and evaluating each client
progression at agreed intervals throughout the year.
* Co-ordinate and track the delivery of internal and external client
supports that are tailored and holistic in nature and designed based
on individual needs and you ensure are delivered within agreed
timelines.
* Participate in regular case management meetings with other members
of the LAES service delivery team and designated staff from across
SDCP programme areas to review individual case files and track
individual client progress.

* Working with an agreed case load of clients, deliver all agreed
monthly, quarterly, and annual KPIs for area of responsibility in line
with funder contractual requirements and these include:

days of first **Apply on the website** meeting, with **Apply on the
website**% of clients progressing into paid employment
* Maximise client engagement by ensuring review meetings are
scheduled with each client every **Apply on the website** days
* Provide structured aftercare support to each client where a client
has been successful in securing employment, engage with the client
within the first 5 days of commencement and every **Apply on the
website** working days after for **Apply on the website** weeks
* Completion of an exit interview with each client of the LAES
service and where you will ensure the client will receive a final
evaluation, updated copy of their PPP and CV

* You will be responsible for identifying those clients within your
case load who require additional tailored supports and you will be
required to deliver a seamless referral mechanism through SDCP?s CRM
System to ensure each client receives the required additional targeted
supports from across SDCP.

* You will act as the key liaison for the client with other LAES
service delivery personnel:

* Collaborating with the LAES job coach to avail of job seeking
skills for your caseload clients, ensuring each client receives
tailored, pre employment supports.
* Engaging with the LAES employment advisor to identify employment
opportunities for clients through the SDCP and the LAES extensive
network of local employers.

ADVICE AND CAREER GUIDANCE

* Registration and orientation, informing clients of their
obligations whilst claiming a DSP payment.
* Utilising an approved evidence-based assessment tool conduct an
assessment of each client?s skills, competencies, and aptitudes.
* Facilitating each unemployed person on caseload to develop an
individualised Personal Progression Plan (PPP), assessing each
client?s skills and abilities with the aim of progressing the person
into paid employment.
* Through the provision of guidance and motivational supports
identify client goals and aspirations, support clients to build
confidence and overcome specific barriers to employment while
monitoring each individual client?s progress.

* Where a client has been successful in securing employment you will
continue to work with the client to ensure a successful transition
from unemployment to employment for at least the first **Apply on the
website** weeks of employment. These supports will include:

* Identifying any issues or challenges that the client might have
and, with the client?s permission, discussing possible solutions
with the employer.
* Providing information on Revenue to the client and employer, where
necessary
* Identifying additional training or educational needs.

* Maintain a flexible approach to client engagement using face to
face, online and telephone support.
* Remain informed in relation to the Government objectives as
defined in the Pathways to Work Strategy **Apply on the website** ?

website** ? **Apply on the website** and other relevant strategies.
* Ensure the highest standards of integrity and professionalism are
maintained in the caseworker-client relationship at all times.

SERVICE IMPROVEMENT AND PROGRAMME ADMINISTRATION

* Track and record client case information, record all appointments,
agreed PPP, interventions, client engagements and referrals
* Manage client data through the funder information management
system and SDCP?s CRM and provide monthly written activity reports
and performance dashboards for your case load to the Service Delivery
Manager
* Caseworker to submit monthly reports to Service Delivery Manager
outlining all interventions / referrals and targets achieved
* In conjunction with the Service Delivery Manager carry out an
in-depth review of caseload on a monthly basis to ensure the delivery
of the service is adhering to all agreed quality assurance standards
and provide inputs into the bimonthly service delivery reports
required by programme funder.
* Ensure client confidentiality is maintained within area of
responsibility at all times as well as adherence to GDPR and funder
requirements in relation to the management and storage of all client
data
* Proactively drive service improvement within your area of
responsibility and support as required programme evaluations to
measure client satisfaction levels with LAES

OTHER DUTIES:

You are required to provide support for other roles within the LAES
service from time to time as required by the LAES management team

PERSON SPECIFICATION:

* Demonstrate an in-depth understanding of the needs of the long term
unemployed and those impacted by social exclusion.
* Have proven ability to work in a target driven environment and
meet agreed KPIs and programme targets as stipulated by funder.
* Have a strong track record of working holistically with clients
where a range of targeted supports have been identified and delivered.
* Have practical experience of working within a case load management
framework
* Possess a thorough understanding of skills assessment tools.
* Demonstrate flexibility and the willingness and ability to work in
a friendly, welcoming and empathetic manner and a drive and passion to
help individuals reach their full potential.
* Have the aptitude to work on own initiative as well as work
collaboratively as part of a team.
* Demonstrate strong communication skills to engage and motivate the
target groups of LAES and the proven ability to work collaboratively
across the wider SDCP Teams and other local stakeholders.
* Have a strong track record in core and targeted employment
services delivery and a drive and passion for continuous improvement.
* Possess strong administration, IT, organisational and time
management skills.
* Show an ability to be flexible and adapt quickly and efficiently
to a changing work environment
* Demonstrate an openness and a willingness to act on feedback from
management on your performance or specific areas identified for
service improvement and from the programme funder on where adjustments
are needed to the services offered.
* Relevant work experience in adult guidance, community studies,
addiction studies, recruitment, probation services etc. and a
willingness to pursue further study

REQUIREMENT:

* A minimum of level 7 qualification in Adult Guidance & Counselling
Skills or a similar field
* Full driving licence and access to a motor vehicle
